Although authorized to use and distribute Medical Marijuana, he has been arrested, lost his job and is currently a victim of Operation Green RX.

Symbiotic Environmental Management

It is unlikely that many in this country would intentionally choose to deposit waste material in their water and then drink it. That is the prevailing choice with fossil fuel burning vehicles that spew toxic gases in the air at baby stroller level, as they travel down our neighborhood avenues.

Have you heard any dialogue on the topic of symbiotic environmental management from our politicians? Perhaps you have not. A short visit to www.opensecrets.org will reveal that our politicians have been paid off not to implement ethical environmental management strategies. Hence, one hears little discussion of symbiosis; a method of using natural environmental energy sources while not harming life. This involves thermal, solar, wind, wave, and solar power generation.

Traveling north on interstate 15 from San Diego, one can see the ribbons of concrete and construction vehicles engaged in building a freeway that is already obsolete. Instead of a solar powered monorail or levitation railway, we have conduits for fossil fuel burning dinosaurs called internal combustion cars. This makes the tire, concrete, petroleum and internal combustion engine industries very happy.

This inadequate freeway system is incapable of efficiently supporting the current population of San Diego County today, much less, what it will be in years to come.

According to documents obtained by visiting www.JimBell.com, if only half the roof tops and parking lots of the city were covered with solar panels, San Diego would be self-sufficient in electric energy production and become an energy exporter. Instead we have an ignorant plan to import liquid gas from the south Pacific into Mexico to fuel electric generators. The carbon footprint generated by the ships transporting this liquid gas and then the energy used to pump this gas from Mexico to the United States highlights this flawed plan. This makes SDG&E happy and keeps the citizens of San Diego paying high utility bills. www.SolarSavesAmerica.com gives a glimpse of what could happen with electric cars.

The thought of piping water to the beach is ludicrous. That is exactly what is done when water is pumped from the Colorado River to San Diego. Safe methods of obtaining water from the sea without harming marine life are available. Solar powered reverse osmosis filtering plants could make San Diego an exporter of water while cutting costs for residents and businesses alike. Salts from filtered sea water and minerals from waste water could be harvested and used. See the videos at http://www.thevenusproject.com and http://sdmegacoalition.blogspot.com/

Millions of living wage paying green jobs could be created by developing symbiotic energy systems; while making us independent from Middle Eastern oil.

This country is going bankrupt financing needless wars over energy that could be easily obtained using symbiosis right here at home. The movie Avatar shows the folly of destroying other cultures over their natural resources as this country is poised to do in Yemen, Iraq and elsewhere.

Partisan bickering, corporate control of government and constant warfare must be brought to a halt. The citizens of the United States must demand responsible stewardship of our resources in the interest of survival, against corporate interests.

It is our hope that we may help them in their fight for freedom and justice �� as we enlist their support in our fight for ours.

So we ask: What is life like for those nearly 300,000 in-custody people and for the guards, cooks and medical staff assigned to care for them?

For years, California government has fought the courts over how to resolve overcrowding and medical shortcomings in the state prison system. Many county jails are overcrowded. Federal immigration detention centers have been the subject of civil rights complaints.

This is what I have been saying since moveon came out for public option: if you start with your compromise position and not your full ask, you end up with nothing and that's whre we are. When Dr. Dean was here in July I asked him why they did that and his answer was: "that was Obama's mistake and there's no going back." Bulls**t

I don't get it, but Jeff Cohen is so right that it's sickening. not sure what the answer is except that at least in CA we will begin work on SB810 this fall, otherwise, don't know what else we can do when all the so-called "liberal" groups opted to begin with the public option...who's brilliant idea was that? what i've been doing when asked to send a letter on line supporting public option, i change the words to single payer.

I've started deleting them as spam.

I'm not talking about the enlarge-your-penis emails or "You've Won the Lottery" notices.

I'm talking about the increasingly-urgent emails coming for weeks from liberal Netroots groups calling for a "public option" for health care -- a government insurance plan citizens could choose to pay for instead of private insurance.

Never has so much passion been so misdirected. If what these liberal groups ultimately wanted out of President Obama and corporate-funded Democrats in Congress was a topnotch public plan to compete with the first-rate private plans, the wrong way to get it was to make that the demand.

Especially of a president whose instinct is toward conciliation and splitting the difference with big business and the right wing.

Sure, Obama was a community organizer once. That was decades ago when Russia was still our mortal enemy, Nelson Mandela was still an official State Department terrorist threat and the White House was still funding Islamist fanatics in Afghanistan.

For the last dozen years Obama has been a politician -- and a consummate compromiser at that. Have we failed to notice?

Activists must recognize the surest way to get a strong public option that could compete with the Cadillac of health plans. We needed to mobilize millions of Netroots people, almost every union and 150 members of Congress to endorse a maximum demand: National health insurance . . . enhanced Medicare for All. In other words, a cost-effective single-payer system of publicly-financed, privately-delivered healthcare that ends private health insurance (and its waste, bureaucracy, ads, sales commissions, lavish executive salaries, profiteering).

Had liberal groups sent out millions of emails building a movement that posed an existential threat to the health insurance industry, Sen. Baucus and Blue Dog Democrats and their corporate healthcare patrons might well be on their knees begging for a comprehensive public option -- to avert the threat of full-blown Medicare for All.

As things stand now, as writers like Bob Kuttner and Norman Solomon have warned, a weak public option would institutionalize a two-tiered system with healthier, wealthier citizens getting the best (private) plans, and sicker, harder-to-treat people getting an inferior (public) plan. Newt Gingrich couldn't dream up a better scenario to discredit an enhanced government role in health care.

To win serous reforms, we need activist leaders who are tough-minded progressives making maximum demands for reforms that truly address our nation's problems. Leave the inside-the-Beltway deal-making to the politicians, properly frightened and moved by the roar of mass movements.

We need activist leaders who have a clearer idea of who Obama is. He's not one of us. He's one of them -- a politician bent on placating corporate interests. We knew all we needed to know about his current worldview from all the corporatists he put in top jobs.

And from the fact that he felt the need -- six weeks into his administration, after the middle-class bailed out Wall Street -- to call up the New York Times and assure the world that his policies were not socialist but were "entirely consistent with free market principles." At a time the corporate greedsters and free-market ideologues had been exposed as having threatened the economic well-being of the world, they weren't the ones on the defensive. They weren't doing the apologizing. Obama was on the defensive; he was apologizing to them!

When Democratic leaders start borrowing right wing rhetoric, we know our activism has not been strong or progressive enough. At the AARP townhall Tuesday, Obama described a public option as "controversial, I understand people are worried about that." He went on to assure his audience that "nobody is talking about . . . government-run health care" or "a Canadian-style plan." At one point, he further assured seniors that no "bureaucratic law in Washington" would interfere in their healthcare decisions -- seeming to adopt the faux-populism of anti-government rightists. Yet he seems incapable of anti-corporate populism, even with despised industries like Wall Street and health insurance.

I have huge respect for the smart young activists who built up the Netroots, unleashing all sorts of progressive possibilities for our country. But I'm bothered by their often ineffectual, Beltway-originated, halfway demands.

I became active during the Vietnam War. We might still have troops in Vietnam if - instead of militantly demanding "All Troops Home Now" -- we'd organized behind polite Beltway initiatives like: "Let's begin negotiations" or "Let's set a timeline for phased withdrawal."

I fear that Netroots leaders are doing the same dance with Obama today that they did with Nancy Pelosi and Harry Reid in 2007-08. Instead of demanding that Democrats in Congress bring our troops home from Iraq by using the power of the purse to defund the war, Netroots leaders rallied behind weak, non-binding timelines and other halfway measures cooked up with Congressional leaders.

Without a loud, clear demand for "troops home" from the large online antiwar forces, Democratic leaders started retreating and succumbing to Republican rhetoric. Reid proclaimed: "We will never abandon our troops in a time of war." Pelosi declared: "We will have legislation to fund the troops!"

And the corpses kept piling up.

Great social reforms have occurred in our country not when social movements took their lead from what the White House deemed possible, but when the White House was pushed by powerful movements demanding reforms bolder than what the president was comfortable with. Leading abolitionists pushed Lincoln toward ending slavery by demanding immediate abolition. Socialist and workers movements in the '30s sufficiently scared elites so that FDR could pass New Deal reforms far short of socialism. Martin Luther King and civil rights activists continuously pushed and prodded JFK and later LBJ.

And these movements didn't have the Internet.

In 1993, a National Health Insurance bill gained 100 co-sponsors in the Democrat-led House, plus endorsements from many unions, even Consumers Union. There was unfortunately no Internet then when the Clinton White House undermined this growing movement by pushing an incredibly complex plan that left big insurers dominating the system. Clinton's plan inspired few and confused many. After it went down in flames, talk radio host Jim Hightower asked President Clinton why he didn't back an easily-explained Medicare for All approach that had so much support in Congress. Clinton said he'd thought it was politically too difficult but now wondered about that judgment.

Here we are 16 years later. Neglected by Netroots groups, John Conyers today has 85 House co-sponsors for HR 676, the Expanded Medicare for All Act, as well as the endorsement of many unions and Obama's longtime personal physician. If all those emails I've received lately had been about building the HR 676 movement and a public system instead of a "public option," the bill would have many more co-sponsors and could be pressuring Democrats to stand tough today.

For Obama to feel secure about reform and standing up to the right, he needs to feel that he's in the center pushed by noisy forces to his left. He's admitted as much. The way to help him succeed is to mobilize seriously to his left.

The way to help Obama fail is for Netroots and liberal groups to collapse toward him from the get-go.

And if Obama does fail, we can quit laughing at a Republican Party in disarray due to Bush, religious extremism, hypocrisy and anti-intellectualism.

Because in this period of crisis and fear, unless a progressively-prodded White House delivers reforms that actually improve lives soon, right wing reaction could rebound more dangerous than ever in 2010 and/or 2012.

Although we are hopeful that federal stimulus money will help supplement Prop. 36 treatment (as well as other diversion systems including PC 1000), the treatment system has nonetheless been devastatingly crippled today. Prop 36 Treatment Decimated, Called "End of an Era"

Drug Defendants Avoid Prison, But Denied Treatment

Sacramento – The new state budget deals a devastating blow to drug treatment in California . Treatment advocates warn that counties will not be able to provide treatment to all who are eligible under Proposition 36, a voter-approved measure that diverts low-level, nonviolent drug possession offenders to treatment. Though treatment is decimated, the sentencing law remains in effect and eligible defendants cannot be incarcerated.

"This is truly the end of an era," said Margaret Dooley-Sammuli, deputy state director for the Drug Policy Alliance in Southern California . "For nearly a decade, California has led the nation's most succes sf ul experiment with treatment instead of incarceration. Now we're entering a new phase, where Prop. 36, fortunately, continues to protect low-level, nonviolent drug offenders from incarceration but where, sadly, there is little access to drug treatment. This is not what the voters intended, nor does it make fiscal sense."

With guaranteed annual funding of $120 million in 2001-05, Prop. 36 cut state costs by $2.50-4 for every $1 spent and diverted 36,000 people to treatment each year (UCLA). In 2006, the Legislature responded to the program's proven track record by boosting funding to $145 million. Since its inception, Prop. 36 has provided treatment to over 250,000 people and saved a net $2 billion. Nonetheless, the new budget could see Prop. 36 funding plummet to $18 million – just 8% of the $230 million-per-year level UCLA research found to be "adequate". Even if a hoped-for tran sf er of federal dollars is secured, total treatment funding would not exceed $63 million (27% of "adequate").

Given this reality, advocates on Thursday urged county and local governments to use limited local resources more innovatively by reducing the number of people entering the criminal justice system for low-level, nonviolent drug possession and by conserving those resources instead for local prevention and treatment systems. As one example of this approach, supporters pointed to San Diego's Serial Inebriate Program (SIP), in which the county and city governments, law enforcement agencies and health systems collaborate to provide treatment to chronically homeless alcoholic individuals who would otherwise continue to soak up vast emergency room and criminal justice resources.

"Local law enforcement can be an important doorway into the public health system," Dooley-Sammuli added. "Let's face it. There's no more room in court or jail. County and local governments can help reduce the burden by working with law enforcement and health systems to develop alternatives – by directing those who need it to county prevention and treatment services and by not prosecuting nonviolent, low-level drug possession in the first place."

Lawsuit filed by Lisa Lake

Female employees were regularly called "bitches" and told they "looked hot" or "looked sexy" according to a lawsuit filed by former 10News anchor Lisa Lake against McGraw-Hill Broadcasting, KGTV Channel 10 and (then acting news director) Sean Kennedy. The lawsuit alleges wrongful termination, breach of contract, denial of equal pay, racial discrimination, gender harassment, retaliation and intentional infliction of emotional distress.

The complaint alleges that KGTV "had a custom and practice of discriminating against African Americans" and "regularly refused to hire and retain African American employees." It also charges that KGTV "hired only one African American for a position in the newsroom" between 2000 and the time the suit was filed.

According to the complaint, Lake and "Fred Blankenship, another African American anchor," were turned down for promotions to anchor evening newscasts because of their race and that multiple private complaints about the lack of diversity in the newsroom either went totally unanswered or that no action was taken. The lawsuit alleges that following a more public complaint in a March 2008 staff meeting, Lake was demoted to an anchor/reporter position. The complaint says management acted with "deliberate, outrageous, despicable conduct" and "created a hostile" work environment "rife with harassment, retaliation and discrimination."

Lake is represented by attorney Joshua D. Gruenberg, who told NABET-CWA, "I'm proud to represent Lisa. She's an icon in San Diego. She's an active part of the community and a great mom to her girls."

Regarding two of the allegations, Gruenberg said, "We believe we can prove that Lisa was paid less than her male co-anchor for the same work and that race was a motivating factor in the decision to remove her from her anchor position." Local 54 President Dennis Csillag said, "Many of these allegations came as no surprise to us. We have been defending our members against similar circumstances at the National Labor Relations Board and many of those charges have been upheld."

In May of 2008, Local 54 started hearing from Lisa Lake fans, many of whom began their search for answers at 10NewsUnfair.com. They were upset that Lake had disappeared from the morning and midday newscasts without explanation. Community activists accused the station of treating Lake with "overwhelming discrimination, disrespect and negativity." Community members picketed in front of the station and threatened to boycott advertisers. On August 14, 2008, (acting news director) Sean Kennedy issued a statement that Lake — who had been on personal leave for several months — would "not return to the station." No further explanation was given.

Within a month of Lake's departure, two more veteran high-profile anchors made an exit. 10News weekend anchor Lee Ann Kim and morning weather anchor James Quinones were unable to renegotiate fair contracts. Kim told the Union-Tribune that management said the move was made as a cost-saving measure. Quinones was offered a month-to-month contract with no job security, but landed at KPNX-TV in Phoenix with a 4-year contract at nearly twice his KGTV salary.

The budget ax continued to swing in May as news anchor Carol LeBeau left KGTV after 28 years and weather anchor Loren Nancarrow exited after 11 years. Weekend weather anchor Geni Cavitt will exit in mid-July. These high-profile talent losses are the continuation of an exodus that began in early 2006 and has turned over more than half the KGTV news staff, including producers, reporters, writers, photographers and editors. KGTV is facing a financial dilemma after spending an estimated $5 million over the last 3 years on a union-busting attempt.

According to Department of Defense data, fewer than half of them are accused of committing any hostile act against the United States or its allies. In hundreds of cases, even the circumstances of their initial detainment are questionable.

Friday, May 22, 2009 7:30 pm. "Poems from Guantanamo" is a collection of poems that gives voice to the men held at Guantánamo. Available only because of the tireless efforts of pro bono attorneys who submitted each line to Pentagon scrutiny, Poems from Guantanamo brings together twenty-two poems by seventeen detainees, most still at Guantanamo, in legal limbo.   The collection was arranged by Marc Falkoff, an assistant professor at the Northern Illinois University College of Law and attorney for several Guantanamo prisoners.

Dear fellow peacemakers,

After Obama was elected president last November, peace activists exhaled a universal sigh of relief - the nightmare was finally over. Obama would put our nation back on-track, end the wars in Afghanistan and Iraq, address global warming, restore our constitutional liberties and end torture. Sadly, now that Obama has had his 100+ days to show us what's up his sleeves, some of us are worried that we were too hasty in thinking the worst was behind us. The changes NCCPJ worked for don't seem to be on the visible horizon.

It has been over TWO YEARS since we organized the last Bring Their Buddies Home Vigil. I don't think that even the most pessimistic among us could have imagined, on that rainy February day in Carlsbad , that with a Democratic president and a Democratic majority in Congress, our troops would still be in Iraq today. And now we're looking at escalation of the war in Afghanistan and our drones are bombing Pakistan.

Where is the outcry?
Remember the passionate participation of our Peace Train going down to San Diego to join the anti-war marches? Last month, only a car-full of dedicated North County activists showed up for the peace rally in San Diego . Back in January I tried to organize a get-together to get us going again, with a disappointing response. Since my close-encounter-of-the-cancer-kind, I've been looking for someone to pick up the gauntlet to keep NCCPJ going, but it hasn't happened. Now that I and my new husband, Juan, have moved to Ocean Beach , it's time for me to move on to other things. It seems like everyone else is also preoccupied with one thing or another. In this depressed economy, those lucky enough to have a job are working longer for less. There are many other very valid explanations for the steep drop in participation in the peace movement, one of them being the realization that all of our efforts so far have pretty much changed nothing. We know the adage: The definition of an idiot is someone who keeps doing the same thing, expecting a different result. So many of us have come to the conclusion that it's time to try something else.

So NCCPJ is shutting down.

What's next?

The issues that first brought us together have not gone away. In fact, in some ways things have gotten worse. While progressives who put their heart and soul into the election of Obama are celebrating their success, we are at the convergence of the perfect storm - economic collapse; environmental catastrophes; resource shortages; and peak oil. And still we waste our precious time, energy, lives and resources on war! And have you seen how the Democrats gutted the Climate Bill before the Republicans even got to it? Damn! They act like we have time to spare on this issue? Juan and I attended the Winter Soldier Southwest Testimonies last Saturday. Did you see a word about it in the press? The most poignant part for me was hearing Vietnam Veterans cry as they recounted atrocities they witnessed or participated in 40 years ago. We've learned nothing in those 40 years!

Yes, we have to do something different, but we absolutely have to do SOMETHING.

Here's what I'm doing:

Do you want to know who is behind this madness? I did. So I spent a lot of time doing some serious research on it. You know the saying - follow the money - so I did. And I've been giving a presentation called Crisis Economics to share what I've learned. A political solution?

If you still think there is a political solution to this mess, you might want to get involved with the North County Progressive Democrats. They are meeting next Sunday May 31st, at 1:00 pm at the Vista Public Library, 700 Eucalyptus Ave., Vista. California Deputy Attorney General Howard Wayne, a three-term member of the California Assembly, will speak on what the state budget reveals about citizens' regard for economic justice. The club will discuss his call for a constitutional amendment to eliminate the 2/3rds vote necessary to pass a budget should the May 19th election defeat the compromise budget. It looks like their website needs some updating, so you might want to send an email to their president, Zoltan Lucas, if you'd like to be on their email list. Zoltan sounds very enthusiastic about doing something effective with the group, so why not give him a hand.

If you still think that anyone who says that 9/11 was an inside job is a conspiracy nut, you haven't been paying attention. Obama's Blackwater? Chicago Mercenary Firm Gets Millions for Private "Security" in Israel and Iraq

On the campaign trail, Barack Obama's advisers said he "can't rule out [and] won't rule out" using mercenary forces, like Blackwater. Now, it appears that the Obama administration has decided on its hired guns of choice: Triple Canopy, a Chicago company now based in Virginia. It may not have Blackwater's thuggish reputation, but Triple Canopy has its own bloody history in Iraq and a record of hiring mercenaries from countries with atrocious human rights records. What's more, Obama is not just using the company in Iraq, but also as a U.S.-government funded private security force in Israel/Palestine, operating out of Jerusalem.

Beginning May 7th, Triple Canopy will officially take over Xe/Blackwater's mega-contract with the U.S. State Department for guarding occupation officials in Iraq. It's sure to be a lucrative deal: Obama's Iraq plan will inevitably rely on an increased use of private contractors, including an army of mercenaries to protect his surge of diplomats operating out of the monstrous U.S. embassy in Baghdad.

The Iraq contract may come as no surprise. But according to federal contract records obtained by AlterNet, the Obama administration has also paid Triple Canopy millions of dollars to provide "security services" in Israel. In February and March, the Obama administration awarded a "delivery order" to Triple Canopy worth $5.5 million under State Department contract SAQMPD05F5528, which is labeled "PROTECTIVE SERVICES--ISRAEL." According to one government document, the contract is scheduled to run until September 2012. (Another document says September 2009.) The contract is classified as "SECURITY GUARDS AND PATROL SERVICES" in Israel. The total value of the contract was listed at $41,556,969.72. According to a January 2009 State Department document obtained by AlterNet labeled "Sensitive But Unclassified," the Triple Canopy contract is based out of Jerusalem.

According to federal records, the original arrangement with Triple Canopy in Israel appears to date back to at least September 2005 and has been renewed every year since. The company is operating under the State Department's Worldwide Personal Protection Program (WPPS), which provides for private security/military companies to operate on the U.S. government payroll in countries such as Afghanistan, Bosnia, Iraq, and Israel. Triple Canopy, according to an internal State Department report, also worked under the program in Haiti, though that task order is now listed as "closed." In State Department documents the WPPS program is described as a government initiative to protect U.S. officials as well as "certain foreign government high level officials whenever the need arises." The State Department spent some $2 billion on the WPPS program from 2005-2008.

Triple Canopy's Growing Footprint in Iraq

Triple Canopy is hardly new to the Iraq occupation. Founded in Chicago in 2003 by "U.S. Army Special Forces veterans," the company won its first Iraq contract in 2004. In 2005, with its business expanding, Triple Canopy relocated its corporate headquarters from Obama's home state to Herndon, Virginia, placing it much closer to the center of U.S. war contracting. (On several U.S. government contracts, however, including the Israel security contracts, its Lincolnshire, Illinois address is still used.)

Along with Blackwater and DynCorp, Triple Canopy has had armed operatives deployed in Iraq on a major U.S. government contract since the early stages of the occupation. At one point during this arrangement, Blackwater was responsible for Baghdad (the largest share of the work), DynCorp covered northern Iraq and Triple Canopy southern Iraq. Triple Canopy also worked for KBR and other corporations. As of 2007, Triple Canopy had about 2,000 operatives in Iraq, but only 257 on the State Department contract. However, its new contract, which takes effect May 7, will greatly expand Triple Canopy's government presence in Iraq. (Meanwhile, Blackwater is scheduled to continue to work in Iraq under Obama through its aviation division and in Afghanistan, where it has security and counter-narcotics contracts. It also holds millions of dollars in other U.S. government contracts around the world and in the U.S. In February alone, the Obama administration paid Blackwater nearly $70 million in security contracts.) The Obama administration may have traded Blackwater for Triple Canopy in Iraq, but it is likely that some of Blackwater's operatives, too, will simply jump over to Triple Canopy to keep working as armed security guards for occupation officials.

Like Blackwater, Triple Canopy has had its share of bloody incidents, among them allegations that operatives have gone on missions where they shot at civilian vehicles, including one after a briefing where a team leader cocked his M-4 and said to his men, "I want to kill somebody today. ... Because I'm going on vacation tomorrow." (The man in question denied any wrongdoing). While Triple Canopy fired some employees for not reporting shooting incidents in Iraq, none have been criminally prosecuted in Iraq or the U.S. (For a full report on this and other incidents involving Triple Canopy, check out the great work of Washington Post foreign correspondent Steve Fainaru, author of Big Boy Rules.)

Also like Blackwater, Triple Canopy has hired mercenaries from countries with atrocious human rights records and histories of violent counter-insurgencies. Among them: Peru, Chile, Colombia and El Salvador. In fact, in Iraq, Triple Canopy hired far more "Third Country Nationals" than Blackwater and DynCorp and has used more TCNs than US citizens or Iraqis. As I reported in my book, Triple Canopy used the same Chilean recruiter (who served in Augusto Pinochet's military) Blackwater used when it hired Chilean forces, including some "seasoned veterans" of the Pinochet era. In El Salvador, the company reportedly used "a U.S.-trained former paratrooper and officer of the Salvadoran special forces during the country's civil war" where the U.S. backed a brutal right wing dictatorship in a war that took the lives of some 75,000 Salvadorans. A Triple Canopy spokesperson reportedly said of the Salvadorans, "They've got the right background for the type of work we are doing." A Triple Canopy subsidiary in Latin America has also reportedly used a former CIA base in Lepaterique, Honduras as a training center. In the 1980s, the facility was used by the CIA and Argentinian military intelligence in training Contra death squads to attack Nicaragua. The base also served as the headquarters for the notorious Battalion 316, a CIA-trained Honduran military unit responsible for torture and disappearances.

There is also cause for concern about Triple Canopy's attitude towards accountability for its forces in Iraq, particularly in light of new rules which, on paper, give Iraqi courts jurisdiction over contractor crimes. Blackwater has, at times, conspired with the U.S. State Department to whisk its forces out of Iraq when they are facing potential prosecution for alleged crimes committed in the country, as in the case of a drunken Blackwater operative who was alleged to have shot and killed a bodyguard to Iraqi Vice President Adel Abdel-Mahdi on Christmas Eve 2006.

According to one Triple Canopy operative, "We were always told, from the very beginning, if for some reason something happened and the Iraqis were trying to prosecute us, they would put you in the back of a car and sneak you out of the country in the middle of the night." Another Triple Canopy operative said U.S. contractors had their own motto: "What happens here today, stays here today."
The use of mercenaries by Hillary Clinton's State Department stands in stark contrast to her co-sponsorship as a Senator of a bill last year that sought to ban the use of such companies in U.S. war zones, specifically Iraq. Last February Clinton said, "The time to show these contractors the door is long past due." Now, Clinton will be relying on these hired guns for protecting her and her staff in various countries.

It's hardly a surprise that Obama is continuing the use of mercenaries in Iraq and beyond (Triple Canopy itself maintains offices in Abu Dhabi, Nigeria, Peru, Jordan and Uganda); nevertheless, members of Congress -- whose actions when Bush deployed these private armies were too little, too late -- have a responsibility to investigate his use of companies whose profits are intimately linked to a continuation of war. Moreover, Obama's choice of this particular company should be investigated, both by the House and Senate, before May 7th when Obama's mercenaries become the official paramilitary force in Iraq. As for Triple Canopy's role in Israel, Obama's administration should explain exactly what these forces are doing on the U.S. government payroll.

The solution to the failed drug war

WAR AND RACE dominate the presidential campaign, but one nation-shaping
war with profound racial consequences eludes the political radar: the drug
war.

I was a frontline soldier in this self-perpetuating, ineffectual effort
that has swallowed more than a trillion tax dollars and currently yields
nearly 2 million arrests every year for nonviolent offenses. I helped
incarcerate some 1,000 young people as part of this irredeemably wrongheaded
attempt to arrest our way out of our drug problems. Those arrests will follow them to their graves.

I know they follow me.

But while no other country locks up as large a percentage of its
citizens, the specific impact on minority families has been one step short of the
reinstitution of slavery: from media portrayals of marijuana-crazed
Mexicans, opium-crazed Asians, and cocaine-crazed blacks, this war has
always been about race.

The 1980s produced a jump in the number of cocaine-related stories
focused on minority use, yielding grave concern and a dramatic increase in the
minority prison population. Many people, of course, assumed that
minorities were disproportionately involved in drugs. Even a seemingly street-wise show like "The Wire," which correctly abandoned all hope for this war,
supported that impression, portraying virtual swarms of drug-involved blacks.
In fact, according to Federal Household Surveys, whites, blacks, and
Hispanics use drugs in direct proportion to their percentage of the
population. So, for example, blacks, who are 13 percent of our
population, account for 13 percent of our drug use. Yet, according to US Bureau of Justice Statistics, of convicted defendants, 33 percent of whites
received a prison sentence and 51 percent of African-Americans received prison
sentences. Moreover, the US Sentencing Commission found that black drug
defendants receive considerably longer average prison terms than do
whites for comparable crimes.

This is not a geographical fluke: a 2007 Justice Policy Institute study
found that in Florida blacks were 75 times more likely to be stopped
and searched for drugs while driving than whites; in 1991, blacks were 7
percent of St. Paul's population but 62 percent of those arrested on drug
charges; and in Onondaga Country, Syracuse, N.Y., black people are currently 99 times more likely to go to prison for drugs than white people.

There are more black men in US prisons today than there were slaves in
1840, and they are being used for the same purpose; working for private
corporations at 16 to 20 cents an hour. Half the states have private,
for-profit prisons whose lobbyists are demanding longer mandatory-minimum
prison sentences. Indeed, American blacks are incarcerated at nearly
eight times the level of South African blacks during the height of apartheid.
Inner-city communities are devastated not by drug use but by the same
turf-war street violence that accompanied alcohol prohibition and that
dramatically decreased once that drug was legalized and regulated.
Almost one in seven African-Americans are denied voting rights largely because
of drug arrests, and countless minorities are denied intact families,
college loans, driver's licenses, and jobs because of selective enforcement of
a prohibition that, even fairly enforced, prevents no one from using
drugs.

But things are changing, as resistance grows in precisely those
communities hardest hit by this failed policy.

In 2006, the National Hispanic Caucus of State Legislators passed a
resolution condemning the failed war on drugs and calling for treatment
rather than incarceration. That resolution was echoed by a similar
resolution passed unanimously by all 225 mayors at their national
conference in 2007. And a national association of black police officers is
expected to officially endorse the call for an end to drug prohibition.
I represent Law Enforcement Against Prohibition, an international
organization of sworn antidrug warriors who know that we must end this
prohibition in order to legalize and regulate all drugs, thus wresting
control from the cartels and street thugs who prey on children.
Ending this prohibition is a singularly potent civil rights issue. It
is a remarkable movement, led by both white and minority law enforcement
officials.

In an election infused with racial overtones, we wonder which
politicians will be brave enough to follow.

Squeezed from all sides

The squeeze on middle-class and working-class families is

tightening from all directions. In addition to lost homes, skipped

meals and neglected medical conditions, the consequences now

extend to abandoned cars and abandoned pets.

More people have lost their jobs and can't afford the gas for a job

hunt. Rising energy prices contribute to higher food costs.

Foreclosures are shredding the American dream for many

homeowners and displacing renters as well. In one sad indicator,

animal shelters throughout San Diego County say they are flooded

with pets people can no longer keep.

And healthcare costs for the average family continue to climb

steeply.

A new study estimates that 25 million insured Americans are

actually

under-insured, with flimsy coverage that leaves them vulnerable to

huge deductibles and out-of-pocket costs.

In May, the national unemployment rate made its biggest jump in

two decades -- 8.5 million workers are now unemployed, not

counting those forced into part-time work. Relatively high-paying

sectors like construction are particularly hard-hit, and the loss of

jobs drags down wages across industries.

The way out: Good jobs

There are lights of hope. In an inspiring commentary published in

the Los Angeles Times Wednesday, Radisson Hotel LAX owner

Peter Dumon admonished his fellow employers that the squeeze

on workers isn't helping the economy or their corporate bottom lines.

"The living wage is a profit-enhancing idea," Dumon writes.

He goes on:

Oddly, some businesses view their employees as costs to be

contained rather than resources to be nurtured. Are we really so

presumptuous as to assume that these men and women who

operate our hotels, clean our guest rooms and cook and serve

our meals should not benefit from the success they helped produce?

In San Diego, CPI is advocating local policies to create and

preserve living wage jobs with healthcare coverage. The

San Diego City Council will take crucial votes in the coming

weeks on:

Strengthening enforcement of the Living Wage Ordinance,
Enacting protections to ensure the Mayor's plan to outsource

city jobs doesn't create poverty jobs.

attend the meeting, call your councilmember or send an e-mail, your

voice is needed! More than ever, we need strong local policies to

bolster our economic base of good jobs.

On Saturday afternoon, June 28, a free public forum will address

potential solutions to the foreclosure crisis in San Diego County.

California Assembly Member Lori Saldaña, who chairs the

Assembly housing committee;

San Diego City Councilmember Tony Young, co-chair of the

City-County Reinvestment Task Force, which monitors lending

practices and promotes affordable housing;

Harold Meyerson, Washington Post columnist and editor of

the American Prospect

The forum will be 1-5 p.m. June 28, at the Tubman Chavez

Multicultural Center, the southeast corner of Euclid and Market

Blackwater abused the City of San Diego's permitting process with a disgusting series of steps shielding their activities from public scrutiny. Then, when their subterfuge was discovered, they circumvented the City by going to a Federal judge--all to gain a foothold in Otay Mesa, for their new training facility at the border.

A Federal court hearing was held on the issue on May 30, 2008, followed by a Temporary Restraining Order issued on June 4, 2008, which forced the City of San Diego to grant Blackwater an occupancy permit for the Otay Mesa facility.

The Impeachment Resolution sponsored by Congressman Dennis Kucinich will be read into the Record by the Clerk of the House, tonight, beginning at approximately 7:15-7:30 pm. The required reading of the 35 Articles of Impeachment is expected to take up to 5 hours. Congressman Kucinich will be on the floor of the House during the reading. At the conclusion of the reading, Congressman Kucinich will rise and make a motion that the Impeachment Resolution be referred to committee. If a vote occurs on the matter it will be postponed until tomorrow.

"It is imperative that Members of Congress have a thorough opportunity to read the Articles of Impeachment and study the documentation. When they do, I am confident that they will agree that it is both appropriate and necessary for the Judiciary Committee to begin hearings on the Resolution," Kucinich said.
